TURTLE DAYS: President talks utilities terms

January 17, 2013

CHURUBUSCO — Turtle Days’ president was on hand at the latest Churubusco Town Council meeting. His intention — to extend an olive branch.

For those relationships to be mended, one issue of importance that had to be discussed was finances surrounding the annual festival.

In regards to paying for town utilities and resources used during Turtle Days, Barkley emphasized he held a different perspective than previous Turtle Day board members.

The difficulty lies in calculating what exactly the cost is. Barkley is afraid the Turtle Days Board would be charged for utilities being used for purposes other than putting on the festival.

Barkley proposed that a baseline be established for what the park uses on an average day when the fair is not there, then deduct that amount from the total utility usage during the festival to arrive at Turtle Days’ share of the bill.

Both sides agreed the task would not be easy. More importantly, they agreed on the festival’s responsibility to pay for electricity and water they use.

The possibility of a user agreement was brought up, in which the Turtle Days board would pay a flat fee. The agreement could stand for a few years to come, thus eliminating the need to calculate costs every year.

With Barkley and the council seeing eye-to-eye in principle on both matters, it was decided the issue will be revisited at a later time.
